Building Security

The security characteristics of various institutions and organizations require unique and special considerations, separating one security situation from another.  The needs are different yet the applications are standard.  Standard does not men elementary.  The biggest mistake is the misconception of thought that managers make when they believe that security can be handled by assigning security functions to non- related departments, or the belief that technology will suffice.  If you need security for your premise, it is wise to make an investment in professional personnel.  There are situations that arise that a camera or a scanner cannot solve.  It takes the human factor to discern the situation and make the proper decision.

HOLMES has the capability of supplying both technological and personnel assistance to you and your company.  The professional Security Company works with the client to develop an environment to inhibit crime and promote safety through the expression of a security philosophy that defends a property through mutual cooperation and exchange of information.

Background Investigations

Background Investigations is the general topic for a myriad of investigative functions.  Every third inquiry for services a private investigator receives is a request for some type of a background investigation.  The professional investigator has to determine the actual need of the client and then inform the client of what is possible and what is not.  The experienced investigator will be efficient, cost effective, professional, complete and timely.

There are five ingredients that make up a good basic background check:

·        A criminal arrest and/or conviction search

·        A civil record search

·        Verifying and checking with previous employers

·        Interviewing personal references

·        Driving History

·        Credit Report

Expert navigation of the Internet and dependence on experienced investigators is what a client should be attempting to hire.  HOLMES has been in the security business since 1928 and has an impressive list of staff and associates to assist in accomplishing the task at hand.

Consulting

There are people in business, sports, music, the arts etc., that the minute they begin their selected careers, they are masters.  Others are tacticians that study their craft so that they can maximize their potential.  Each become successful though reached in different ways.

Being successful does not necessarily make a good consultant.  In the security field there are companies and individuals with “names” An extravagant fee is charged and results are not as satisfactory as one would want.

The key to being a consultant is having a relationship with those associates and staff that possesses all or some of the attributes explained above, and can “communicate” to a client a clear understanding of the subject under discussion.  A company that is only a short time in existence may perform well but may also disappears as quickly as it appeared.  HOLMES has been in existence for over 76 years and will assist our clients with their security questions for years to come.

Criminalistics is that profession and scientific discipline directed to the recognition, identification, individualization, and evaluation of physical evidence by application of the natural sciences in matters of law and science.  Below are the services in this field offered by HOLMES.

Document Examination

A document is a written record.  A written record has writing and spaces.  An investigator reads the writing, but more importantly, reads “between the lines”.  Reading between the lines is as important as reading the actual text.  This ability can be innate but is more the result of examination of many documents.  Steve Tavlin has honed his skills over the years and has become a top “skip tracer”.

Skip Tracing originally referred to collection agencies attempts to locate a debtor who had “skipped out” on his obligation.  Skip Tracing generally now refers to anyone that a private investigator is trying to find.  When you are trying to find someone, the examination of documents has clues that are evident and clues which an experienced investigator has to “think out of the box”, that is, discerning the information which is not there, leading to investigation of other sources of information.

In addition to gathering information from documents, the authenticity of documents is another aspect of document examination.  No one person can be an expert at everything in the criminology field, unless you are Sherlock Holmes.  Thus, it follows that we mere mortals must seek out the advice of other.  HOLMES is a complete Private Investigation company and can reach out to those individuals proficient in their fields.

Evidence Investigation

Evidence means testimony, writings, material objects and other things offered to prove the existence or nonexistence of a fact.  It strengthens or confirms other evidence.  Its significance relies on a judge or jury.  Its impact relies on the “experience” of the collector.

Experience is gained through repetition and study.  A NYC Detective is sent to various Department Courses to learn his trade.  New York City is a large and diverse metropolitan area.  The diversity and frequency of evidence investigation makes the New York Detective the most experienced in the country.

HOLMES uses the experience of these detectives, now working in the private field, for the benefit of its clients.  This relationship has been fostered over the many years that HOLMES has been serving its clients.

Fingerprinting

In 1892, Sir Francis Galton, a cousin of Charles Darwin, published his book “Finger Prints”.  It established the individuality and permanence of fingerprints, and incorporated the first scientific method of classifying fingerprint patterns.  In 1883, Mark Twain, in his publication “Life on the Mississippi”, relates to the identification of a murderer by his thumbprint.  Again, in 1893, with the publication of “Pudd’n head Wilson”, he used fingerprint identification during a court trial and showed its infallibility.  And so, the science of fingerprinting began through forensic methods and popularization in the writings of the times.

Fingerprints are imprints or impressions of patterns, formed by ridges of the skin on the fingers, thumbs, palms of the hands and soles of the feet.  Fingerprint identification is considered an exact science.  It is still the number one tool of law enforcement in identifying criminal offenders.  So why does a Private Investigation Company concern itself with fingerprints?  Does it have uses other than for law enforcement?  The answer is emphatically, yes.

There are many crimes committed, especially in urban areas that are under investigated.  A report is taken but little else is done.  This is not a condemnation of our fine Police Departments throughout the nation.  Police Forces do not always have the manpower and time to devote to solving these crimes.  By using the same evidence gathering techniques, the professional private investigator can supplement the overworked police officer.

The process of lifting prints is not always as simple as dusting the latent print with powder, placing a piece of tape on the print, lifting it from the surface and then placing it on a fingerprint card for display.  Current shows on TV (e.g.CSI) enforces the use of professionals who know which powder to use for which surface, what dusting technique to perform or to use chemical means to “lift” the print.  Arthur Hagenlocher, retired NYPD Latent Print Unit, is a Forensic Fingerprint expert at your disposal through contacting Holmes Detective Bureau.

Holmes can also professionally record your prints to be submitted to various agencies for licensing.  Fingerprints are also used to reunite lost loved ones with families, provide a name and a past for the unfortunate person tormented by amnesia, and resolve the identity of a victim of disaster.  Not everyone has had his or her prints taken.  Americans have a strong sense of privacy and would not voluntarily have their fingerprints taken by government.  But you can have your prints taken and take the copy with you, storing it for future use.  It is important in the case of our children.  Let us assist you.

Judgment Recovery

Judgments are results of successful lawsuits.  It is a determination by a court that a defendant owes a plaintiff money.  The Judgemnt is recorded in the court of record. The record becomes a Public Record, and listed with the Credit Bureaus.  Collecting the money owed to the plaintiff can be an exercise in futility.  The courts’ job is finished after the judgment is entered.  If the defendant does not want to be found, it is usually up to the plaintiff to find the defendant and collect what is owed.

The PI who subscribes to a variety of data providers can assist in Judgment Recovery. There are “free’ databases that an individual can use to attain the information.  Most of the information contained on these sights is outdated.  Other sights require you to be a licensed professional, a PI being one of those professionals.  The information received by searching databases does not always give you what you need.  Most times it takes a seasoned investigator to interpret the information and use what is given to proceed in another direction.  It takes time to hone the skills necessary to do a good job.  Remember that you don’t go to a carpenter when you need someone to fix a leak.  You use a plumber.  Save yourself time and aggravation by using the right people for the right job.  You need to find someone and locate the award due to you, use Holmes Detective Bureau. Remember Private Investigators in New York State are not collection agencies, however we’ll show them (or your attorney) where to look.

Product Counterfeiting

Product Counterfeiting is the making of a product which so closely resembles the product of another as to appear to be that product.  It encompasses Intellectual Property, Copyright Infringement, Trademark Identity, Patent Infringement, Brand Name, Domain Name, Plagiarism, and Piracy.  In the U.S. it deprives legitimate companies of 200 billion dollars a year, and is growing.  It is growing because the attitude of the public is that the companies that produce these products are rich, they charge too much and deserve to be “ripped off”.  What the public doesn’t realize is that the money earned from this crime fosters other criminal activity that includes drug dealing, gun running and terrorism.  The organized criminal element runs virtually no risk because enforcement is not a high priority and when enforced, punishment is not severe.  The hidden costs, non-collection of tax revenues, loss of jobs of lawful companies and the increased costs of government to stem organized crimes ventures are immense.

Much of the onus of reducing the incidence of Product Counterfeiting has fallen on the Companies themselves.  Agents are sent out into the streets to find the street vendors, their warehouses and the sources of supplies.  Holmes Detective Bureau has assisted in these efforts by supplying close protection to agents of the company and can supply undercover investigators to seek out the offenders.

Threat Analysis/Management

Also called Risk Management, it is the procedure by which a person/company identifies the areas of potential losses, physical or property, and then develops a plan to avoid or reduce those losses.  At one time, insurance was used as the primary means of controlling losses.  The current trend is assigning this responsibility to a risk manager.  In many cases this function will be the responsibility of the Security Director/Advisor.  Without the benefit of a Security Director/Advisor, it is wise for a company or individual to rely on the advice of a professional company to advise on the matters, which follow:

·          Executive (Close) Protection

·          Employee Theft

·          Loss Prevention

·          Competitive Intelligence

·          Computer Security

·          Guard Services

·          Investigative Services

·          Technical Security Countermeasures (TSCM)

·          Building Security

·          Access Control

·          Safety/Security Surveys

Implementing advice on these topics can reduce insurance costs and create an aura of safety.  Consultations with numerous experts in each field can be costly.  A better choice is to engage a company, which reach out to the experts in the various fields and submit the proper report.  ONE STOP SHOPPING.

If you are an individual, you need someone familiar with personal protection.  If you are a company, you need a Private Investigation Concern that can advise on physical security supported by a Premium Guard Service.  Your in luck, Holmes Detective Bureau can supply the goods.  The listing of Staff Members is a listing of hundreds of years of experience.  In addition, there are numerous associates who augment the company’s expertise.

Trial Preparation/Litigation Support

Trial Preparation is the process of organizing your “case” for presentation to a court.  All the reports, documents and exhibits in a case are supplied without personal conclusions or opinions.  There is no final report.  The final report is the package forwarded to the prosecutor.  In an action, whether in a criminal court or a lawsuit in civil court, fact is synonymous with truth and courts admit relevant evidence at trial to determine fact (truth).

There are guidelines to follow and an inexperienced investigator who is a weak report writer and prepares a disorganized case is a disaster once the trial begins.  How do you know the qualifications of the investigator?  Using the Private Investigation Company who uses only experienced investigators.  Investigators, such as NYC Detectives, who know the value of proper case management and telling the truth.  Holmes Detective Bureau will only use experienced investigators.
